Buy offers use labeled default tiers as % of melt (bullion: conservative 96, target 97.5, aggressive 98.5; scrap: 90, 93, 95) or your own offer_pct; sell quotes use your margin rule: melt x (1 + margin_pct/100) + margin_usd.
