Translation QA for locale files — the validator tools need no API key and make zero model calls. **Tools:** check_locales, check_glossary, check_placeholders, diff_locales, review_locales, list_languages (all keyless) + translate_json, translate_file (bring your own Anthropic/OpenAI key). `review_locales` hands translation pairs and judging criteria back to your agent, so meaning-level review runs on the model your client already has.
