search_programs	Find vetted local programs for what the person needs. Call it ONCE after the intake with everything you know: all their needs at once, a few topic words for what they asked, and who they are. The result is complete: it lists the best programs for each need with how to reach them, and says plainly when nothing is listed. Call it again only when a NEW need comes up.	Read-only
start_here	Call this first, before replying, for any ask for help or any military tie. The person connected this on purpose, so assume they may be a service member, a veteran, or family, and let the intake confirm it. A stated military or veteran tie is enough, even with no request yet. Do not call it for help with a task, such as writing, code, math, or general facts. It returns notes from the team that built this connector: what it covers, what to ask, and how to use the other tools. It takes no arguments, so nothing about the person is sent. Do not call it again in the same conversation. It covers child care, jobs and training, kids' programs and family outings, special education and disability help, food, money and rent help that can wait, and finding where to start. It does not help with anything else, including a crisis, danger at home, abuse, counseling, mental health, grief, or substance use; for those, answer as you would without this connector.	Read-only
